Rutinene er gjennomtenkte, dokumentasjonen er p\u00e5 plass, og kvalitetssystemet er tilgjengelig for alle. Likevel skjer det ikke noe. Folk fortsetter som f\u00f8r. Endringen d\u00f8r stille ut, og etter en stund er det ingen som husker at noe egentlig skulle v\u00e6re annerledes.<\/p>\n<p>Dette er ikke et teknisk problem. Ansatte vil ikke endre seg. De er vant til \u00e5 gj\u00f8re ting p\u00e5 sin m\u00e5te. De skj\u00f8nner ikke viktigheten av kvalitetssystemet.<\/p>\n<p>Men motstand er sjelden \u00e5rsaken. Den er symptomet.<\/p>\n<p>N\u00e5r folk ikke f\u00f8lger nye rutiner, er det som oftest fordi de aldri forstod hvorfor endringen ble innf\u00f8rt. Ingen forklarte sammenhengen. Ingen viste hva som faktisk ville bli bedre. Endringen kom som en beskjed ovenfra \u2013 et nytt dokument i kvalitetssystemet, en e-post om at \u00abfra og med mandag gjelder f\u00f8lgende\u00bb \u2013 og s\u00e5 var det opp til den enkelte \u00e5 finne meningen selv.<\/p>\n<p>Det er sjelden de ansatte som svikter. Ledelsen har besluttet. Kvalitetsansvarlig har dokumentert. Systemet er oppdatert. Og s\u00e5, tre m\u00e5neder senere, jobber folk p\u00e5 gulvet fremdeles som f\u00f8r.<\/p>\n<p>\u00c5rsaken er nesten alltid den samme: mellomlederne ble ikke med.<\/p>\n<p>Mellomledere er bindeleddet mellom beslutning og praksis. Hvis de ikke forst\u00e5r endringen, ikke har f\u00e5tt tid til \u00e5 formidle den, eller selv er usikre p\u00e5 om den er riktig, vil de heller ikke formidle den med troverdighet. Og ansatte f\u00f8lger sin n\u00e6rmeste leder, ikke et dokument i et kvalitetssystem.<\/p>\n<p>John Kotter peker p\u00e5 nettopp dette i sitt arbeid med endringsledelse: endringer feiler ikke fordi de er d\u00e5rlige, men fordi virksomheter hopper over de kritiske stegene med \u00e5 bygge forankring og kommunisere mening. En beslutning er ikke det samme som en implementering. Systemet er oppdatert. Prosedyren er godkjent og publisert. Ansatte har tilgang. Men det betyr ikke at systemet brukes.<\/p>\n<p>ADKAR-modellen, utviklet av Prosci, beskriver fem forutsetninger for at endring faktisk skal skje hos den enkelte: bevissthet, \u00f8nske, kunnskap, evne og forsterkning.<\/p>\n<p>De fleste virksomheter fokuserer nesten utelukkende p\u00e5 kunnskap \u2013 alts\u00e5 hva ansatte skal gj\u00f8re. Men hvis bevissthet og \u00f8nske ikke er p\u00e5 plass, vil ikke kunnskapen f\u00f8re til endret atferd. Den handler om opplevd verdi.<\/p>\n<p>N\u00e5r ansatte opplever at kvalitetsstyring prim\u00e6rt er der for \u00e5 tilfredsstille revisor, dokumentere for dokumentasjonens skyld, eller beskytte ledelsen, vil de forholde seg til det deretter. De gj\u00f8r det som kreves \u2013 ikke mer.<\/p>\n<p>Dette er ikke et problem med de ansatte. Det er et tegn p\u00e5 at kvalitetssystemet ikke er forankret i arbeidshverdagen.<\/p>\n<p>Et kvalitetssystem som fungerer i praksis kjennetegnes av at det faktisk hjelper folk i jobben. Prosedyrene er skrevet for brukeren. Avvikssystemet l\u00f8ser reelle problemer. Ledelsen bruker systemet aktivt \u2013 ikke bare i revisjon.<\/p>\n<p>N\u00e5r ansatte ser at systemet virker, endrer holdningen seg. Det er ikke et prosjekt \u2013 det er en kontinuerlig lederoppgave.<\/p>\n<p>Ledere som lykkes med \u00e5 forankre kvalitetssystemer gj\u00f8r noen ting konsekvent. De bruker systemet selv. De refererer til det i beslutninger. De f\u00f8lger opp avvik og forbedringer. Og de gir mellomledere b\u00e5de tid og ansvar til \u00e5 drive endringen fremover.<\/p>\n<p>N\u00e5r ledelsen behandler kvalitetssystemet som et administrativt krav, vil resten av organisasjonen gj\u00f8re det samme.
